Motorcycle Noise Cameras: Fair Enforcement or Another Blunt Instrument?

Few motorcycling arguments are as guaranteed to divide opinion as loud exhausts.

Some riders consider a stronger exhaust note part of the pleasure and character of owning a motorcycle. Others—including plenty who enjoy a good-sounding engine—believe deliberately excessive noise damages our reputation and gives campaigners another reason to demand restrictions.

Now that argument could be moving from the village meeting and MoT station to automated roadside enforcement.

Hampshire and Isle of Wight Police and Crime Commissioner Donna Jones is calling for a nationally enforceable roadside decibel limit, standardised measuring equipment and legal approval for noise cameras to issue penalties.

Her case is straightforward: residents are being disturbed, the existing rules are difficult to apply consistently, and police officers should not have to rely upon subjective judgements when technology could provide objective evidence.

That sounds reasonable. However, the detail will determine whether noise cameras target the small minority causing a genuine nuisance—or become another blunt instrument pointed disproportionately at motorcyclists.

Why Motorcycle Noise Is Back on the Agenda

Donna Jones says complaints about illegally modified motorcycle and car exhausts are coming from communities across Hampshire and the Isle of Wight.

Local hotspots reportedly include the A32 and A272, Portsdown Hill, Hayling Island, Lee-on-the-Solent, Winchester and central Southampton. These are precisely the sorts of places where repeated acceleration, high engine speeds and organised vehicle gatherings can turn occasional noise into a persistent disturbance.

Jones is asking the Government to establish an objective roadside noise limit and give police forces and local authorities standardised equipment with which to enforce it.

She also wants noise cameras to become a legally recognised enforcement tool, capable of producing evidence and penalties without tying up police officers at the roadside.

The commissioner’s vehicle-exhaust noise survey closes on 1 September 2026. Her official statement says education and enforcement are both needed so riders and drivers understand the rules and consequences.

There is an understandable public-interest argument here. People should not have to endure motorcycles being deliberately revved outside their homes late at night. Nor should responsible motorcyclists defend conduct that creates hostility towards every rider using a popular route.

The question is whether a single national number can deliver genuinely fair enforcement.

The Current Motorcycle MoT Noise Test Is Largely Subjective

The existing motorcycle MoT does not involve placing every bike beside a calibrated sound meter and comparing it with a universal decibel limit.

According to the official motorcycle MoT inspection manual, the tester should, where possible, warm the engine and rev it to approximately half its maximum speed.

The exhaust should not be “clearly unreasonably above” the noise expected from a similar motorcycle with a standard silencer in average condition.

That wording allows a tester to consider the type and age of the machine, but it also introduces inconsistency. One tester’s fruity exhaust note may be another tester’s major defect.

A defensible roadside standard could provide greater clarity for riders as well as enforcement agencies. An owner would know where the line was, police would have measurable evidence and legal exhaust manufacturers could design products around an understood standard.

However, a new motorcycle’s type-approval figure cannot simply be treated as a ready-made roadside limit. Type approval takes place under defined test conditions. A roadside camera has to contend with traffic, buildings, road surfaces, gradients, weather, vehicle position and other sources of sound.

The measurement method matters every bit as much as the number displayed on the meter.

What the Government’s Noise-Camera Trials Actually Found

Noise cameras are not a speculative idea. The Department for Transport funded roadside trials costing £300,000 between October 2022 and February 2023.

Equipment combining microphones, video cameras and automatic number-plate recognition was tested in Keighley, Bristol, Great Yarmouth and Rubery in Birmingham. Its purpose was to identify a noisy vehicle and create a digital evidence package that could potentially support enforcement.

The Department for Transport’s published research concluded that the technology was capable of detecting excessively noisy vehicles in several traffic situations.

The researchers recommended a threshold of 95dB LAFmax, measured 7.5 metres from the centre line of the traffic lane. Significantly, they proposed the same threshold for cars and motorcycles, during the day and night, across different speed limits and weather conditions—subject to review by an enforcement officer.

That final qualification is important.

During the roadside trial there were 1,777 camera activations, but only four per cent were attributed to a car or motorcycle considered excessively noisy. The report explained that the equipment had deliberately been operated using trigger levels that allowed researchers to collect comparison data, rather than the final recommended enforcement threshold.

Even so, the study identified incorrect vehicle attribution and irrelevant vehicle types as principal sources of false positives. It recommended improvements to automatic number-plate recognition and said further work was needed on evidence packages.

The report’s proposed next step was a live enforcement trial involving the police and courts—not an immediate national rollout.

That suggests noise cameras have genuine potential, but the Government’s own evidence does not support treating them as a completely finished, infallible solution.

Can One Motorcycle Noise Limit Really Fit Every Road?

This is where the proposal for a single national roadside limit becomes difficult.

A sound reading taken on a narrow urban street at 30mph cannot automatically be considered equivalent to one taken beside an open A-road at 60mph. Buildings can reflect sound, different road surfaces generate different levels of tyre noise, and faster traffic creates considerably more wind and background noise.

Gradient matters too. A motorcycle travelling uphill may require a lower gear, more throttle and higher engine revs simply to maintain the legal speed limit. The same motorcycle travelling downhill in the opposite direction could pass the camera with its throttle virtually closed.

Neither situation, by itself, proves antisocial riding or an illegally modified exhaust.

The Government trial recognised some of these complications. Its Keighley site was on a downward-sloping road where acceleration was considered more likely in one direction. The Bristol camera was positioned around 150 metres after a roundabout, meaning its recordings included vehicles accelerating towards a 50mph limit.

Acceleration noise was subsequently identified as one of the most common characteristics among vehicles judged excessively noisy.

There is also a significant gap between what was tested and what is now being proposed. The roadside trials covered roads with 30mph and 50mph limits. No 40mph roads were included, and the report expressly stated that it could not draw conclusions about an appropriate threshold for them.

Nor did the roadside trial examine a typical 60mph rural A-road—the environment in which complaints about recreational motorcycling frequently arise. All four sites used asphalt surfaces, so the trial could not fully assess how noisier concrete or significantly different road surfaces might affect enforcement.

Despite those limitations, the researchers recommended one threshold of 95dB LAFmax for cars and motorcycles, during the day and night, across all speed limits and weather conditions, subject to review by an enforcement officer.

That may provide a workable trigger for further investigation, but it is not the same as proving that every reading above it should automatically result in a penalty.

Before Britain adopts nationwide enforcement, noise cameras should be tested on uphill and downhill sections, urban streets, open rural A-roads and different surfaces. Trials should also compare steady-speed riding with necessary acceleration and deliberately aggressive use of the throttle.

Otherwise, an apparently objective number could conceal a very inconsistent test.

Loud Motorcycle Exhausts Have Consequences for Every Rider

It is tempting to treat motorcycle noise as a simple confrontation between riders and residents. In reality, responsible motorcyclists also have something to lose when deliberately antisocial riding continues unchecked.

A relatively small number of riders repeatedly accelerating through the same communities can influence attitudes towards thousands of others. The consequences can include demands for route restrictions, reduced access to gathering places, more enforcement operations and greater suspicion towards motorcycles generally.

Motorcycling already faces serious debates about road access, safety, licensing and its place in future transport policy. Defending someone who deliberately removes a baffle and repeatedly revs through a residential area does little to strengthen our case.

We should be capable of saying that intentionally excessive noise is inconsiderate without accepting that every aftermarket exhaust—or every older, naturally vocal motorcycle—is antisocial.

That distinction needs to be present in any new law.

A Noise-Camera Reading Should Be Evidence, Not the Verdict

Before penalties are issued automatically, riders deserve clear answers.

Noise cameras should be independently approved and regularly calibrated. The precise measurement distance, road conditions and operating requirements must be published. Evidence should identify the offending vehicle beyond reasonable ambiguity, particularly when several vehicles pass a camera together.

A human should review the complete evidence package, including video and audio, before a penalty is issued. The reviewer should be able to consider whether the motorcycle was accelerating unnecessarily, climbing a gradient, pulling away from a junction or simply maintaining a safe and legal speed.

There must also be a straightforward appeal process for riders who believe another vehicle or an environmental sound triggered the camera.

Historic motorcycles need particular consideration. A compliant classic machine should not be judged as though it were a new Euro 5 model, while owners of road-legal aftermarket systems need certainty that a product accepted at MoT will not unexpectedly result in roadside penalties.

The authorities must also be honest about the objective. Is the system intended to identify illegally modified exhausts, exceptionally noisy vehicles regardless of modification, or antisocial behaviour such as unnecessary revving? Those are related issues, but they are not identical offences.

The Government’s recommended 95dB threshold was designed to identify vehicles that were clearly excessive while reducing false positives. Lowering the threshold to catch more vehicles would also increase the likelihood of penalising machines that are noticeable but not genuinely antisocial.

The fairest approach would be to use the threshold to trigger an evidence package for review—not to allow a microphone and camera to become judge, jury and exhaust inspector.

Riders Should Take Part in the Motorcycle-Noise Debate

Donna Jones is right about one central issue: unclear rules are unhelpful to residents, police officers and riders alike.

An objective national standard could be fairer than enforcement based entirely upon an individual officer’s or MoT tester’s opinion. Properly deployed noise cameras could also reduce the need for repeated police operations and target the people creating the greatest disturbance.

But “objective” does not automatically mean “fair”.

A measurement only becomes reliable evidence when the equipment is approved, the test conditions are understood, the correct vehicle is identified and the rider has the right to challenge the result.

Motorcyclists should not dismiss residents whose lives are affected by repeated, deliberate noise. Equally, policymakers should not treat every motorcycle that can be heard as a public nuisance.

The best outcome would target behaviour that is unmistakably antisocial while protecting responsible riders, legitimate exhaust businesses and Britain’s varied population of modern and historic motorcycles.

That balance is possible—but riders need to be involved before the rules are written, not merely informed after the cameras are switched on.
